    Introduction

KVK was established in the year 1992. It’s been more than 17 years of its existence. Over the period, the KVK has grown physically & functionally, with the help from ICAR but also by generating its own resources. All stakeholders have acclaimed its work at local as well as national level. It has also won the most coveted award of ICAR called “ National Award for Best Krishi Vigyan Kendra”.

The management has been feeling strongly to plan the work more strategically based on the client’s needs and becoming more sensitive for income generating activities. The aim of this strategic planning is to let KVK retain its image & continue to be the best in its business. It is with this intension that a 6-day programme with the technical staff of the KVK on strategic planning was thought about & designed. This programme was implemented from 27th April – 2nd May 2009. The main lines of this programme were:

  • Developing a SWOT analysis by the KVK staff themselves

  • Carrying out feedback interviews with a selection of main clients

  • Developing a SWOT analysis based on the feedback interviews

  • Strategic analysis of the KVK organization using the Dowding’s model ( see annex)

  • Developing a work plan for the first year of the three-year strategy plan.

  • This strategy plan covers the period April 2009- 2012 & consists of 10 aspects of organizational development. Each aspect is analysed, evaluated & strategized by the technical team of the KVK keeping in view the SWOT's developed. Based on that an action plan concerning each organizational aspect was developed for the period of April 2009- March 2010.

The strategy plan serves different purposes:

    1. To create a common understanding & commitment about the (near) future of KVK

    2. To improve the capacities of the KVK staff in developing these kinds of future oriented plans

    3. To monitor & learn from the progress in implementing the strategy plan & related action plans

Concerning the third purpose we intentionally only develop an action plan for the first year. The idea behind is that after one year the KVK staff can evaluate their own progress in realizing the intended actions. Based on that a work plan for the second year can be developed.

1.1.6 Strategy – Become more financially strong based on own income generating activities so as to manage in case of fund cuts from ICAR.

    Reputation

1.1.7 Analysis – The Best Krishi Vigyan Kendra in India

1.1.8 Evaluate – Some areas are still weak as mentioned in SWOT. So we cannot be complacent with the best KVK terminology.

1.1.9 Strategy- work hard on eliminating the weaknesses while retaining the strengths so as to fulfil the unfulfilled aspirations of the Farmers

    Impact

1.1.10 Analysis – Krishi Vigyan Kendra, Baramati has good impact on farmers with regards to adoption of technologies like improved varieties, biological control, soil management, & dairy management. We have been successful in taking several technologies to farmers that help them reduce cost of production, increase yield, & profitability

1.1.11 Evaluate – Several technologies haven’t yet created a larger impact. Even after 17 yrs of existence we can say that not more than 10-15 technologies could reach large masses. The impact analysis mechanism is also not so strong.

    1.1.12 Strategy

    1. Demonstrate technologies on larger areas &only those that can be taken up by masses to show impact.
    2. Do impact analysis in a systematic way to come up with impact assessment.
    3. Bring out publication & articles on technologies that have been successfully demonstrated with farmers for wider adoption.

    2. Purpose

    2.1 Reason for existence

2.1.1 Analysis – We exist to serve the farming community to do better farming

2.1.2 Evaluate – Clients appreciate the work, & express nothing needs to be left out from the basket of activities offered by Krishi Vigyan Kendra, Baramati. In spite of having many activities, not everything that is required by farmers is being done. Still a lot can be done.

2.1.3 Strategy - Use the Suggestions from clients to be more useful to farmers. Do frequent analysis of client needs, & be open to changes.

    2.2 Core values

2.1.4 Analysis – Sincerity, Dedication, Persistence, Contemporary, Need based activities

2.1.5 Evaluate – We can be still more need based & more proactive to changing situations & innovative.

2.1.6 Strategy - Learn to think & act from the perspective of the farming community, be updated with technological advancements, not waiting till the situation forces us to change. Create synergy between departments within & outside KVK

    2.3 Vision

2.3.1 Analysis – Vision does not exist on paper

    2.3.2 Evaluate – Not applicable

2.3.3 Strategy- Krishi Vigyan Kendra, Baramati to be the leading agricultural technology service provider for the upliftment of the farming community.

    2.4 Mission

2.3.4 Analysis - Mission does not exist on paper

    2.3.5 Evaluate - Not applicable

2.3.6 Strategy - Krishi Vigyan Kendra, Baramati delivers demand driven agricultural products & services by qualified professionals.

    2.5 Objectives

    2.5.1 Analysis –

The current objectives of KVK are not formulated but the mandate is given by ICAR which is in line with the expectations of the ADT:

  • Technology assessment & refinement for validation in given micro situations
  • Demonstrating the technologies for exploiting production potential of the crops.
  • Training of farmers & farm women
  • Vocational training for rural youth for entrepreneurship development in agriculture.
  • Training of extension functionaries
  • 2.5.1 Evaluate – mandate provides clear, realistic and workable directions but the need is felt to quantify our efforts more. As of today around 16,000 farmers get the benefits of the KVK products & services.

    2.5.2 Strategy -

The objectives for this strategy plan are:

  • Increase of number of farmers reached by 10% per year
  • Farmers make up 90% of the client group of KVK
  • Own funding will consist of 75% of the total available budget
  • Number of rural women reached will be increased by 25%
  • Contributing to supporting farmer’s marketing, post harvest & value addition activities will cover 20% of the work
  • The quantity of products & services will increase by 15% in three years time.
  • The increase of the total KVK turnover via sale & projects will be 5% over previous year
  •

    Key Policies

    2.6.1 Analysis –

  • Day-to-day guideline for the Krishi Vigyan Kendra, Baramati is
  • Service to farmer’s needs is our top priority,
  • No compromise with quality in products & services is also a guiding force,
  • To be self reliant to progress & grow even in cases when external funding is inadequate or nil,
  • To work as team than as an individual, with interdepartmental support & collaboration.
  • 2.5.3 Evaluate

Intension to support farming community with quality services & product is evident but there is space for improvement concerning

  • Identification of farmers needs,
  • To foresee the upcoming challenges in agriculture
  • Quality control,
  • Revenue generation through useful activities
  • On going attention for team development
  • 2.5.4 Strategy

  • Identification of farmers needs should be more organized & frequent
  • Be prepared with the strategy to combat the upcoming challenges in agriculture.
  • To develop a quality control system for products & services
  • To Establish more commercial oriented work approach without loosing the insight of farmer’s needs & the basic mandate of the KVK.
  • Regular HRD for team building, cooperation & brain storming on relevant issues between all sectors of staff
  •

    Target Markets

2.5.5 Analysis -These are the clients such as farmers, farm women, the rural youth & also the extension functionaries of various line departments. This KVK is also working for students via gardener’s training, ACABC & open university. Many organizations, companies, shop keepers, working for farmers also make use of the services of Krishi Vigyan Kendra, Baramati.

2.5.6 Evaluate – Larger network of farmers is the strength, but clientele coverage is not balanced. We work more for farmers & work for women, rural youth & extension functionaries is comparatively much less. Work for irrigated farmers is more than the rain-fed farmers. Farmers not only within the district but even outside the district look up to the KVK for support. The reach of the KVK in interior parts of the district is also not enough.

    2.5.7 Strategy

  • More Work needs to be done for rain-fed farmers.
  • Women, rural youth & extension functionaries will be addressed upon their request since they are already taken care by other organisations
  • Attempts to be made to encourage active participation of women in KVK activities.
  • Dormant farmers clubs need to be revitalized & put to action.
  • Work for Commodity interest groups will be regularly done.
  • Focus of the work will be on our own district.
  • We shall continue to do the work outside district as before & as demanded.
  • Attempts will be done to reach interior parts of selected blocks
  •
